ov_xml_reader.c:24:10: fatal error:'libxml/xmlreader.h' file not found #include<libxml/xmlreader.h>の解決方法

環境構築する時にたまに出るので備忘録として。

結論gemfileのfogが原因でエラーが出てたみたい。
