ですが、今回自分の状況的に(パラメータも一つだったので)
redirect_url = ENV["HOST"] + "/hoge?h=" + hash値
redirect_to redirect_url
って感じでstringで生成して事足りてしまった。
似たようなことで悩んでる人いればご参考までに。
