httpdを再起動をした際に、うまくapacheが起動できずに
/etc/httpd/logs/error_logに
Unable to open logs
と書かれている場合の一つの対応方法
/etc/init.d/httpdに
ulimit -n 65536
を追加

ただし、error_logに他のエラーが出ていた場合は、
そのエラーを優先する。
