WSL2のUbuntuがインストールできない

事象

初回のUbuntu起動時に以下のエラーが表示され、インストールできない。
0x80370114

原因

NordVPNのVPN接続が余計な動作をしていた。

解決方法

NordVPNのVPN接続を一時的に切断したら正常にインストールできた。
