「デバイスをダウンロードして早速起動したけど、ロード中にフリーズして起動しない」なんてことが私の環境でありました。
このとき、「Hyper-Vを無効にしないとパフォーマンスが落ちるよ」という警告を無視していたのですが、Hyper-Vを無効にして起動するとうまくいきました。
