レイヤー効果の境界線が表示されないのは、該当のレイヤーに何もないから。
何もないレイヤーを重ねても、効果は出ません。
何らかの色がそのレイヤーに乗っている必要があります。試しにその透明なレイヤーを黒や白で塗りつぶして効果を確認してみてください。
