以下のパッケージを使用する。

pi@raspberrypi:~$ sudo raspi-config
日本時間に設定
4 Localisation Options
I2 Change Timezone
Asia
Tokyo
SSHを有効に設定
5 Interfacing Options
P2 SSH
Yes

これでWindowsからTeraTermでログインできる。
