結構頻繁に出てくる上に本当に初期の頃はこれで3時間くらい溶かしてしまったのを思い出したので（お恥ずかしい...）解決法をメモ。

単純にchromeのdebuggerを起動していたかららしい。それを閉じて再度シミュレータを起動したら解消しました。
