Xcodeのコマンドラインツールが必要なので、AppStoreでXcodeをインストールしてください。
すでにXcodeがある人は、Xcodeを最新にアップデートしましょう。
そのあと、下記を実行.
$ xcode-select --install
完了したら、再度pyenv installしましょう
$ pyenv install <version>
