FileZilla で vsftp サーバーにアクセスするとファイル一覧が取得できない

CentOS8のサーバーを新規構築し、vsftpを設定しました。ところが、FileZillaでアクセスするとディレクトリ リスト（ファイル一覧）が取得できません。
現在稼働中のCentOS6では、同じ設定なのに問題がないのですが…

パッシブモードの問題

パッシブモードのトラブルらしいのですが、根本的な原因は分かりませんでした。
パッシブモードのポートを指定すれば良いようです。

pasv_addr_resolve=YES
pasv_address=（サーバーのIPアドレス）
pasv_min_port=60000
pasv_max_port=60030
