VisualStudioのコントロールのプロパティのヒントが出なくなったので直した。
１，デザイナを開き適当にコントロールを選択する
２，コントロールのプロパティの上で右クリック
３，「説明」にチェックを入れる
４，VisualStudioを再起動する ← 再起動しないと出てこないんでハマった
