Note every org as a one-off gets 300 free surveys. if you continue to use then you will at some stage be billed - but you aren't stopped from using them. The one-off is over the org lifetime not annual. It will at least allow you to try it out and determine whether it's a feature you would like to use, then you can plan your implementation and pre-purchase survey packs from Salesforce. It's much cheaper to pre-purchase packs than to simply overrun and pay the overage (they will eventually catch up with you!).
Also worth noting is that the count of survey consumption is on COMPLETED surveys - not the number you send out. Depending on the survey, of course, my experience is that it's a typically fairly low percentage that get completed. (Fun Fact: in Aotearoa NZ we used Salesforce surveys extensively for the Covid response!).
