Actionで同じAPI名が既に存在している

• We can't find that the Experience Management topic has the Get Experience Details action added to it.

You say it was deleted, but I think it's just the relationship between the topic and the action that was deleted.

Try selecting the same action from the agent asset (library).

• Editing an Agent Action

When you land on agent action detail page, there should see pencil icon available for fields which are editable. Once you click that, it should show edit screen.
