I think the action wasn't actually deleted, just the relationship to the agent was removed.
To delete an action, go to "Setup", "Agentforce Asset Library", find the action you created and try deleting it.

トッピックとアクションは別々のものだと思います。トッピックでアクションで削除すると、トッピックとアクションの関係が切り離されるだけで、アクションは削除されてないと思います。
既にアクションはあるので、アクションを再度呼び出せばいいと思う。

I was having this same issue. I went to setup, actions, then found the actions I created and deleted them. Once I did that, I didn't get the error anymore and I was able to move forward.

I will try to create a new playground later and see if will works.
同じアクションが既に作成されていると思います。
設定 --> Agentforce Asset Library から検索してみてください。
既存のアクションの名前を変更するか、新規作成しないで、このアクションを使ってみてください。
