I think the action wasn't actually deleted, just the relationship to the agent was removed.

To delete an action, go to "Setup", "Asset Library", find the action you created and try deleting it.

I was having this same issue. I went to setup, actions, then found the actions I created and deleted them. Once I did that, I didn't get the error anymore and I was able to move forward.
