「フリーズ」はユーザーがログインできなくなるだけです。 「非アクティブ化」すると、その Salesforce ライセンスが解放され、別のユーザーに付与できるようになります。次の関連投稿も参照してください。

"Freezing" only stops the user from being able to login. When you "deactivate," it frees up that salesforce license to be given to another user.Also see this relevant post:
