We still have the same problem as before.
Could you please follow the below workaround and then try creating a new Trailhead playground.
Workaround : Login to Trailhead >> click on the profile avatar >> click profile >> scroll down to the "About me" section and change the Country field to India or USA >> click save and then try creating a playground.

以前のインド問題は解決したかもしれないですが、英語でないとエラーになるみたい。
Do you use Salesforce in a language other than English? Set the language of your hands-on org to English before you attempt this project
Workaround: While signing up for the Developer Edition, change the Country to something else(like India), and then try connecting it to your Hands-on Orgs page.
Please set the language of the Hands-on Orgs page to English.
回避策: Developer Edition にサインアップするときに、国を別の国 (インドなど) に変更してから、それをハンズオン組織ページに接続してみてください。
ハンズオン組織ページの言語を英語に設定してください。
