If the new Account Owner was on the emails, it should have already been set with public sharing based on the Salesforce EAC sharing statement below. The setting is not based on who the Account Owner is but who owns the email.

Because we use Einstein Activity Capture I have to use a Unified Activity report :(. The Users with Activities needs to be used as we can filter our Object activities by using the Related Record type as Accounts. I have discovered the Activity Date & Time field is very limited on reporting and filtering.

If you go to Setup -> Einstein Activity Capture Settings -> Settings -> Connection Status Notifications
From there you can change the threshold % and configure the email/in app notifications.
