下記のように Gemfile に require を明示してあげないといけない。
gem "rmagick", '~> 2.13.1', :require => 'RMagick'
stackoverflow に曰く
require is CAsE SeNSITIvE
とのことで大文字小文字に気をつけろと。
OSXとかでは特に問題がないのに、heroku上ではエラーになるから気づきにくい。
