結論から書くと
この表示は「iptables」ではなく「ip6tables」の状態を示しています。
service ip6tables start
を実行し、ip6tablesが起動した状態になるとこの表示は消えます。
iptablesの状態にかかわらず「ファイアウォールは停止」と表示されるのはややこしいですね。。。
