adbコマンドを使えるようにした上で、
adb shell appops set <パッケージ名> VIBRATE ignore
で無効化できます。おそらく。
アプリのパッケージ名は Aplin あたりを使って調べましょう。
自分はLenovoのタブレットで顔認証失敗時に振動するのが嫌だったので、
adb shell appops set com.tbsmart.levision VIBRATE ignore
で無効化しました。
