pandasのCSV読みだしでInitializing from file failedエラーが出た場合

症状

kaggleのデータを読みだそうとしてpandasでread_csvするとInitializing from file failedが出てしまった.
このエラーはpandasの古いバージョンを使っている時に, 日本語(というかマルチバイト文字)を含むファイルを読みだそうとすると出ることが多いエラーらしいが, 英語圏のデータだし,マルチバイト文字でひっかかった可能性はなさそう.

解決法

権限の問題だった. chmod 777 hogehoge.csvとかしたら治った.あほらしい.
