sysV時代には /etc/default/docker にプロキシ設定を記載していましたが、systemd時代になってそちらは読み込まれなくなったので、適切な位置に記載しましょうという話でした。

/etc/systemd/system/docker.service.d/http-proxy.conf を用意してー
