ラズベリーパイでどうしてもBluetoothが動かなかった。
結論からいうと、OSを入れなおしたら治った（SDカードも変えた）
事象
最初はこのコマンド結果が出てこなかったためおかしいことに気が付きました。
root@raspberrypi:~# hcitool scan
Device is not available: No such device
root@raspberrypi:~#
bluetoothctlに入ってみても、エラーが出ていました
root@raspberrypi:~# bluetoothctl
Agent registered
[bluetooth]# scan on
No default controller available
[bluetooth]# quit
root@raspberrypi:~#
bluetoothプロセスはあがっていました
root@raspberrypi:~# systemctl status bluetooth.service

ちなみに、画面キャプチャは取っていませんが、ラズベリーパイのGUI画面を見ても右上にあるはずのBluetoothマークが見えませんでした。
解決
新しいSDカードにOSを入れなおしたら治りました。
