sudo dnf install glpk glpk-devel
wget https://cran.r-project.org/src/contrib/Rglpk_0.6-4.tar.gz
tar xvf Rglpk_0.6-4.tar.gz
cd Rglpk
sudo R CMD INSTALL Rglpk

glpk-devel も必要です。
