2. 緯度経度から平面9番に変換

1次メッシュは  1辺は約 80km

2次メッシュの幅は
経度(東西)が7分30秒(0.125度)
緯度(南北)が5分(0.083度)です。
距離にするとおよそ10km×10kmになります
