vim .などとしてvimでディレクトリを開くことが出来ます。
このとき使われるのがnetrwというディレクトリ編集などに関するプラグインです。
これが開けたら%を押してみましょう。
Enter filename:
と表示されてファイルを作成することが出来ます。
