結論から言うと"－"が原因なので"ー"に

somestring.replace("－", "ー")

>>> "－".encode("utf-8")
# Errorの原因
b'\xef\xbc\x8d'
>>> "ー".encode("utf-8")
b'\xe3\x83\xbc'
