Google スプレッドシートでは、デフォルトでは TODAY(), NOW(), RAND() などの関数はシート内の値を変更しないと再計算が行われません。

[メニュー]　→　[ファイル]　→　[スプレッドシートの設定...]

[変更時]、[変更時と毎分]、[変更時と毎時] から選べます。
