Mapboxのレイヤーはz-indexを数値で指定することが出来ない。
レイヤーの表示順はmoveLayerを使用して変更することができる。
2つのレイヤーの位置関係しか指定できないので、ちょっと使い勝手が良くないがやりたいことは実現可能。
