Cannot find module ‘@hoge’ or its corresponding type declarations.

Nxでapps(Express)からlibs(TypeScript)をimportした時に
TS2307: Cannot find module ‘@org/library’ or its corresponding type declarations.
が発生。

main.ts

import { isUser } from '@org/library';

エディターを再起動するとエラーが消えた。
