ウィンドウ→設定→TOMCAT→JVM設定
JVMパラメータへ以下を追加
-Djava.util.logging.manager=org.apache.juli.ClassLoaderLogManager -Djava.util.logging.config.file="%CATALINA_BASE%/conf/logging.properties"
