database.ymlファイルでパスワードが設定されているか確認する
(この手順は検証していないがおそらく必要
パスワードは違うものでもいいかもしれない)

開発するアプリのディレクトリに移動して

ターミナル
rails db:create   

を実行すればOK

実行結果
