単純にURLが管理者専用のURLになっていると思われる。

// wrong
https://chrome.google.com/webstore/detail/xxx/publish-review?authuser=0&hl=ja

// correct
https://chrome.google.com/webstore/detail/xxx/

// xxx is the item ID

限定公開だとストアで検索に引っかからないし、ダッシュボードのChrome ウェブストアのページに移動から行く画面では追加できないURLだからややこしい！
