リポジトリ一覧の右肩の歯車から設定するユーザID

→ リポジトリを作成する時に、使用するユーザ。

いわゆる全体の環境設定から設定するユーザID

→ 各リポジトリで、コミットする時に使用するユーザ(のデフォルト)。

各リポジトリで、右肩の歯車から設定するユーザID

→ 各リポジトリで、コミットする時に使用するユーザ。
デフォルトから変えたい時に個別に設定する。

便利だけど、なかなかややこしいですね。
