System.Data.SqlClient.SqlConnection のnewでハングする

現象

System.Data.SqlClient.SqlConnection のnewでハングする。
同じソースでも別の環境では正常動作する。ソースには問題なし。
環境依存か？

原因

WindowsのPerformance Counterが破損している場合に発生する。
".NET Data Provider for SqlServer"をPerformance Counterが読み込んでいるとハングする。

対策

".NET Data Provider for SqlServer"をPerformance Counterが読み込みを解除する。

unlodctr ".NET Data Provider for SqlServer"
