WindowsではOpenSSLが標準で入っていないのでHTTP通信でエラーになります。
OpenSSLを入れるのが本筋ですが、開発など一時的であれば、以下の記述で
SSL通信を無効に出来ます。

OpenSSL::SSL::VERIFY_PEER = OpenSSL::SSL::VERIFY_NONE
