Visual Studio2017でプロジェクトを新規作成した際に、StartUp.Auth.csが含まれていないことに後になって気づきました。
Visual Studio2015で作成した時はデフォルトで作成されていたので、Visual Studio2017では設定が必要ということを知りませんでした。
Visual Studio2017では、プロジェクトを新規作成する際に「認証の変更」＞[個別のユーザーアカウント]を設定する必要があります。
