GitHub Enterprise Cloud では、アクセス元IPを制限する機能が パブリックベータとして 提供されています。
この機能ですが、GitHub Actionsと極めて相性が悪く、 workflows をリポジトリに置いても一切 Action が発火しません（アクション失敗ではなく、そもそもアクションが認識されません）。
既にGitHubへこの事象は報告しておりますが、今後改善されるといいなと思っています。
