ORA-28040：一致する認証プロトコルの例外はありません　の対処法

ネットで調べるとSQLNET.ALLOWED_LOGON_VERSIONをマシン同士で一致させるなどの対処法が出てきますが、
oracle client が32bit でoracle database が64bitの場合にも
ORA-28040：一致する認証プロトコルの例外はありません というエラーが出ます。

初歩的ですが、意外と見落としがちなので気を付けましょう。
