ATOKでは以下のやり方でできます。
なお、検証はATOK2015のみです。過去バージョンではやり方が違うかもしれません。
1.ATOKの環境設定
2.「入力・変換」タブの、入力補助の項目へ
3.一番下の「スペースキーで入力する空白文字」のShift+スペースのドロップダウンボックスを「常に半角」に変更
これで、問題解決しました。
