解決手順
コード署名をしたのち、sudo をつけて gdb を実行する。

Mac OS X 10.12 (Sierra) + gdb でコード署名を確認しろと怒られる
上記を実施した場合でも Catalina では sudo が必要のようです。

- OS X Catalina 10.15.7
- gdb 9.2
