既に同じ名前のDBが存在する場合は ERROR 1007 (HY000): Can't create database 'db_name'; database exists のようなエラーが表示されます。
文字セットや照合順序を指定してデータベースを作成する

特に文字セットを指定せずにDB作成した場合はデフォルトで utf8 が設定されます。
utf8のデフォルトの照合順序は utf8_general_ci です。

対象となるDBをuseした状態で SELECT @@character_set_database, @@collation_database をすれば現在の文字セットと照合順序を調べることができます。
照合順序というのは、値の並び替え時のルールです。 （大文字小文字を区別するかとか）
文字セットに対するデフォルト照合順序と、ある文字セットに適用可能な照合順序の対応表を表示する

表の見方は Collation が照合順序、 Charset が文字セットで、 Default = Yes となっている行が文字セットと照合順序のデフォルトの組み合わせです。
この表にある対応関係から外れた組み合わせでは文字セットと照合順序を設定することはできません。
例えば、1行目にある文字セットの big5 に適用可能な照合順序は、 big5_chinese_ci (1行目) と big5_bin (2行目)です。文字セットが big5 なのに3行目にある dec8_swedish_ci を照合順序に設定しようとしたりすると、エラーが発生します。
