cloudinitでホスト名・FQDNを設定する方法

UserDataへこんなふうに書く

#cloud-config
hostname: cloud-init-test-instance
fqdn: cloud-init-test-instance.aws-in.example.com
users:
  - default
  - name: user1
    groups: wheel

どう書くべきか、モジュール一覧はあっても各モジュールへどのように値を渡せばいいか書かれていないので http://cloudinit.readthedocs.io/en/latest/topics/examples.html を参考にダメならコードを見る。
