apt-mirror is 何？
ググっても日本語のページにぶつからなかったのでまとめてみます。
英語も読めないんで、自分なりに翻訳してみます。
端的にいうと、
プライベートネットワーク内で建てたVMで、aptパッケージのダウンロード（及びインストール）をプライベートネットワーク内で完結したいときに使えるらしい。
（ローカルリポジトリサーバっていうやつだと思います。ミラーサーバとしてのパッケージ管理用パッケージなんすかね。）

以下は自分なりに概要をまとめたもの。（駄文）
Main features＝主な特徴ですね。
* /etc/apt/sources.listと似たようなコンフィグ体型になるようです。
* 完全にプールに準拠しています（google翻訳）←poolっていうのは多分、XenialとかTrustyとかの単位だと思う…。LTSの単位というのであってるのかな…？
* マルチスレッドでのダウンロードに対応。（並行して複数のダウンロードプロセスが立ち上がる）
* 複数のアーキテクチャを同時にサポート。
* いらないファイルは自動で削除してくれる。
* 負荷のかかっているインターネット回線でも、よく働いてくれるそうです。（多分、帯域を圧迫しないってことでしょうか。）
* ミラーリング中でも一貫性のないミラーは作らない（ミラー中にファイルとか削除してもなんとかしてくれそう。）
* このパッケージはPerlとwgetが実装されているPOSIX準拠のOSなら動きます。
リポジトリサーバがあるとパッケージ管理が楽になりそうですが、
多種多様なOSを使ってるところだと、パッケージのファイル数もサイズも再現なく大きくなりますので気をつけてください。
試しにUbuntu用のリポジトリサーバ建てたら一瞬で500GBパンクしました。
