openwrtをsshでloginして
vpncmd localhost /CLIENT
VPN Client>RemoteEnable
これでおｋです
後はクライアント管理ツールをオプションを付けて実行。最後に/remoteを付ける。
"C:\Program Files\SoftEther VPN Client\vpncmgr_x64.exe" /remote
これでWindows側でかんたんに設定できるかと思います
