権限がないというエラーメッセージだが、IAMは関係ない。
NATゲートウェイやElastic IP等のそのIPに紐付いているリソースを先に削除した後に、
その Elastip IP を解放すれば良い。
More than 5 years have passed since last update.
AWS でネットワークインターフェースの削除で You do not have permission to access the specified resource. が出てエラーになる
