CODEOWNERSファイルを作成する

.githubフォルダ内にCODEOWNERSファイルを作成します。
CODEOWNERSファイルにパスと@ユーザー名を記述するとコードオーナーを設定でき、プルリクエストをオープンすると、自動的にレビューがリクエストされるようになります。
