Install fails with the following message:

Problem:

1. Layout(Project__c-Project Layout) The ActionId specified was invalid for ActionType QuickAction.
   Project__c-Project Layout: The ActionId specified was invalid for ActionType QuickAction.

2. Layout(Vcs__c-Vcs Layout) The ActionId specified was invalid for ActionType QuickAction.
   Vcs__c-Vcs Layout: The ActionId specified was invalid for ActionType QuickAction.

3. Layout(Work_Item__c-Work Item Layout) The ActionId specified was invalid for ActionType QuickAction.
   Work_Item__c-Work Item Layout: The ActionId specified was invalid for ActionType QuickAction.
