It seems at least Lightning interface has limitations concerning the number of languages it shows in user language settings menu. English was missing in my case since it did not fit to the list. I fixed the problem by reducing the number of alternative languages shown to the user: Click Setup icon in the top right. Select settings->company settings->language settings on the left side panel. Reduce the number of Displayed Languages by removing them with the button. Remember to SAVE.

Anyone who is having difficulties default-setting language as English,
Try creating new Salesforce account and login, then it is already auto set in English.
Your google/ linkedin accounts that you have linked to trailhead might be a reason that the language shows as your preferred language and translated to English.

少なくとも Lightning インターフェースには、ユーザー言語設定メニューに表示される言語の数に関する制限があるようです。私の場合、英語がリストに当てはまらなかったため欠落していました。ユーザーに表示される代替言語の数を減らすことで問題を解決しました。右上の [セットアップ] アイコンをクリックします。左側のパネルで、設定 -> 会社設定 -> 言語設定を選択します。ボタンで言語を削除して、表示言語の数を減らします。忘れずに保存してください。
