Are all of the product options associated to both a parent (configured SKU) and child (optional SKU), and are all of those products active, with price book entries in the price book assigned to your current opportunity and quote?

Do you have any Validation Rules defined for Quotes or Quote Line Items? If so, check to see what fields they are requiring. You might need to update your quote line item "edit multi-line layout" for the page layout you are using to add the required fields.

Check for Validation Rules under Setup > Customize > Quotes and Setup > Customize > Quotes > Quote Line Items.
